The Phenomenon of Violence in Egyptian Society: A Comprehensive Approach Between Law and Society
The National Association for the Defense of Rights and Freedoms expresses its deep concern regarding the recent spate of recurring and diverse incidents of violence in society, affecting families, streets, educational institutions, and the digital sphere. This constitutes a direct infringement upon the right to life, personal security, and physical and psychological well-being—fundamental rights guaranteed by the Constitution and upheld by the State under international human rights conventions.
Recent events have revealed murders motivated by domestic disputes, group fights involving bladed weapons, assaults within some schools, and documented cases of bullying circulated on social media. Furthermore, there have been instances of violence against women and children in both the private and public spheres. These indicators reflect a societal challenge requiring a comprehensive institutional and community response.
The Association affirms that protecting citizens from violence is a fundamental constitutional obligation of the State, necessitating the adoption of preventive, legislative, and executive measures to deter crime, ensure accountability, and prevent impunity. In this context, the Association commends the active role played by the Public Security Directorate in swiftly uncovering these incidents. The circumstances of the incidents, the arrest of the accused, and their referral to the competent investigative authorities strengthen the rule of law and safeguard the victims’ right to swift justice. However, a comprehensive and professional approach to this phenomenon should not be limited to the security aspect, despite its importance. Rather, it requires the adoption of a multi-level national strategy that addresses the structural causes fueling violence, foremost among them economic and social pressures, the inadequacy of psychological support services, and the decline of educational discourse based on the values of dialogue and respect for difference, in addition to certain media and digital practices that contribute to normalizing or promoting violence. The association believes that reducing societal violence is a shared responsibility that necessitates the concerted efforts of state institutions, the legislative authority, executive bodies, religious and media institutions, the education system, civil society organizations, families, and youth within the framework of a genuine national partnership aimed at establishing a culture of human rights and promoting the values of citizenship, tolerance, and the rule of law. The association recommends taking a number of urgent and medium-term measures as follows: strengthening law enforcement mechanisms and ensuring swift justice that respects the guarantees of a fair trial; expanding psychological and social support services, especially in schools and the most needy areas; and adopting binding media and digital codes of conduct that prohibit incitement to violence. Building a safe and stable society is not achieved solely through legal deterrence, but also by addressing the cultural and social roots of violence and building individuals aware of their rights and responsibilities and capable of managing their differences within a framework of mutual respect.
